when asked from Mark Zuckerberg He said that “I think people have asked about the dislike button for many years,” he said, according to press reports. “Today is a special day because today is the day I can say we’re working on it and shipping it.” 

From many years we are using the  Like button on Facebook for a long time.
Mainly people dont like unlike button as it create sort of negativity in the environment .
